“The fact that Cooper was a fat white guy living on top of a hill in Arizona, and was being described by liberal organizations like the Anti-Defamation League of B’nni B’rith and the Southern Poverty Law Center as a right-wing militia leader, mattered not at all. If anything, it was a plus. Cooper was a former Navy military intelligence man; if he was anything. That George Bush and Bill Clinton were behind the CIA plot to move crack cocaine into the ghetto, and claiming that AIDS was a manmade virus cooked up to wipe out the African people, this was worth listen to. Why would someone from military intelligence say stuff like that if it wasn’t true?” (PALE HORSE RIDER, p.18. Italics and emphasis added.)
So was one of the early statements of veteran journalist Mark Jacobson about his mysterious and ingenious subject, Milton William (Bill) Cooper, a man steeped in legend, prescience, occultism and a hundred aspects of our modern and segmented society. Jacobson has investigated Cooper’s furiously fragmented and yet extremely expansive forecasting of all occult and esoteric things that were often deadly. That even ended with his death at his own doorstep.

Two early, major events in Cooper’s life charted the course he was to follow. The first was his enlistment in the military, Air Force once, and the Navy in 1966, eventually working under Admiral Bernard A. Clarey, Commander in Chief of the U.S. Pacific Fleet. Working for Clarey, Cooper had a Top Secret Q Clearance on classified material. As a MCPON (master chief petty officer of the Navy), Cooper had the opportunity to look into Clarey’s secret file that began to end Cooper’s “lifelong slumber”:
“Everything about the war was in there,” says Jacobson, “the story behind the alleged attack by the Vietnamese Navy in the Gulf of Tonken, the death counts, the American dealings with the corrupt South Vietnamese government. One by one the scales dropped from Cooper’s eyes. He was not the defender of freedom he had so longed to be but, rather, cannon fodder in a huge game of Risk played by powerful puppeteers.” (p. 48)
Cooper discovered that he really was not fighting for his country that his service was “really fighting for big business,” says Jacobson, “the coming one-world government.” It was a devastating realization, says Jacobson, “the lies, the black ops, the cover-ups, the murders.”
The second major event was the loss of his right leg due to a black limousine chase and Cooper’s crashing. On a motorcycle ride on Skyline Boulevard near Berkeley Hills, Cooper was chased by a black Cadillac which caused him to crash. One of the men felt for his carotid pulse, commenting that Cooper would eventually die. Shockingly, a second crash a month later caused by the same black limo, this time, Cooper lost his severely mangled right leg. The two men then appeared at his bedside one night, they questioned to know if Cooper would finally behave, or die. Cooper lied to them, received a prosthetic leg, and headed out into the world of radio broadcasts of his Hour of the Time show and the promulgation of his best-selling book Behold a Pale Horse.
Bill Cooper’s life consisted of many such major events.
Cooper’s “multiple-military-witness sighting” from the USS Tiru in 1966 encompassed a metal craft larger than a football field fell from the clouds into the ocean by sprouting gushers of water into the air. Moments later, the huge craft came up out of the water and shot back into the clouds once again.
Jacobson quotes Bill Cooper: “There was no doubt as to what we had seen. It was a metal craft, with machinery on and around the outside of it. It appeared to have windows or lenses placed around it perimeter. It did not disturb the sub’s electrical systems nor did it affect the gyro compass. It had the shape and form of a saucer with a bowl inverted in the saucer and it was huge.”
Whatever the possession the object had on Cooper’s thoughts, it did not prevent him from seeing UFOs as an earthly government experiment and not objects from outer space: his appraisal of speeches by the late Wernher von Braun and educator John Dewy.
“The presence of UFOs from out space was one more fear tactic,” Jacobson said, “a trick to get a frightened public in line behind a one-world totalitarian government. The most infuriating aspect of the subterfuge, Cooper regretfully admitted, was that he had fallen for it.” (pp. 103-105)
The precluding UFO years before Cooper’s reneging on space ship UFOs, were filled with all kinds of UFO peculiarities and theories. There was John Lear, son of William Lear who invented the first car radio for Motorola, and the fabulous Learjet fortune. John also wrote the August 25, 1988 “John Lear Hypothesis” that the U.S. government “has been in business with little grey extraterrestrials for about 20 years.” (pp.77-89) There was Operation Majestic Twelve documents (MJ-12), p. 72. There were UFOlogists on the scene, such as Stanton Friedman, Jacques Vallee, Walt Andrus, Bill English, Norio Hayakawa, Robert Lazar, Chris Carter, William Moore, and others. Cooper shared the legendary literature of the period such as publisher Raymond A. Palmer and writer Richard Sharpe Shaver, psychologist Gustav Jung, books such as The Protocols, The Bermuda Triangle, The Autobiography of Malcolm X, Message to the Blackman, and others. Cooper was aware of major UFO cases such as the Roswell UFO crash of 1947, also the Kenneth Arnold 1947 sighting of nine UFOs, President Eisenhower’s 1954 Muroc AFB alien encounter, the Betty and Barney Hill UFO abduction in 1961, the UFO Flap over Washington, D.C in 1952, and others.
MYSTERY BABYLON
In the early years of his radio broadcasts of The Hour of the Time, Cooper had ontologically traced the origin of what he referred to as Mystery Babylon (first mentioned by John of Patmos in Revelations 17: 3-5 as “Mystery, Babylon the Great, the Mother of Harlots and Abominations of the Earth”) revealed to him as “the story of the entire human race, as seen by the Initiates and Adepts” of the hidden religion that ruled the world (p. 141).
Mystery Babylon was certainly on his mind on June 28, 2001 as he summarized his suspicions on a The Hour of the Time radio broadcast from Cooper Hill at 96 North Clearview Circle near Eager, Arizona. Cooper said some “doofus jerk-off reporter from CNN” (yes, ‘that’ CNN…SE) miraculously found Osama bin Laden “in their hideout!”
Cooper said the intelligence community was lying to us, they knew where he had been, and how the Osama bin Laden myth was, says Jacobson, “wholly owned subsidiary of the Central Intelligence Agency…there were rumors floating around the mass media that bin Laden was planning attacks on the United States and Israel, but this was just subterfuge…” Cooper saw “something terrible” in the air. That “something” happened two and a half months later on September 11, 2001.
‘Something terrible is going to happen in this country,” Jacobson quotes Bill Cooper. “And whatever is going to happen they’re going to blame on Osama bin Laden. Don’t you evenbelieve it!” Two commercial airlines flew into the Twin Towers of the World Trade Center on September 11, 2001 in a mayhem that killed 2,996 people, including 343 New York City Fire Department personnel.
Our modern-day Ezekiel, Jeremiah, Daniel prophet-totem, William Cooper also prophesied that a war would also break out about seventy-two hours following the 9/11 attack. And then he perked the tuning fork of prophecy up to a finer pitch, Jacobson quotes:
“They’re going to kill me, ladies and gentlemen. They’re going to come up here in the middle of the night, and shoot me dead, right on my doorstep.” (pp. 7-10, emphasis added)
In the plethora and maze of Cooper’s history was his fascination with Stanley Kubrick’s movie 2001: A Space Odyssey and Kubrick’s ingenious way of using double entendre, codes and symbols to speak out. The movie “was for the initiates and the adepts of the ancient religion, those who could understand the ‘symbiology’ of the ‘mystery schools,’’’ says Jacobson. “This was the story of 2001, if you knew how to read the symbiology, Cooper said. It was a retelling of the Garden of Eden story from the point of view of the Mystery Schools.” (pp. 144-145)
“Kubrick’s ingenious way of using double entendre, codes and symbols to speak out.”
The massacre of the Waco, Oklahoma Branch Davidian members on February 28, 1993 definitely tied into the matrix of Mystery Babylon:
“Again, Cooper had been right, called it from the beginning, ‘Mass Suicide’ really meant ‘Mass Murder,’” reports Jacobson. “And if anyone needed more proof that this was the next stage in a series of New World Oder shock tests as described in ‘Silent Weapons for Quiet Wars.’ (In the Waco Branch Davidian situation…SE), the FBI had brought in Lon Horiuchi, the same sniper who shot Vicki Weaver dead as she held her baby on Ruby Ridge.” (p. 224)
According to its predestined “plan,” Mystery Babylon went a step further with the bombing of the Murrah Building in Oklahoma City on April 19, 1995. And like Lee Harvey Oswald in the Jack Kennedy Assassination, there had to be a “sheep dipped” “patsy,” and that was Timothy McVeigh: Jacobson quotes Bill Cooper:
‘“Timothy McVeigh is the Lee Harvey Oswald of the American Reichstag!’ Cooper exclaimed pointing out that no real patriot could have attacked the United States of America. ‘We know who did it! You know in your heart who did it. If I have to tell you what is coming, then you’re as blind as a bat and just as stupid.’’’ (pp. 256-257)
This seems to be the same McVeigh who came unbeknownst with a friend as mystery guests (uninvited and anonymously) and visited Cooper in St. Johns, Arizona. Cooper said the two had quirky questions before leaving. They also talked about body “implants.”
THE BIG EVENT
Since the publications of his best-seller BEHOLD A PALE HORSE in 1991, Cooper had become known as somewhat of a prophet concerning the modern scene. Such visionary Shamanism on his The Hour of the Time broadcast happened on June 28, 2001 when Cooper was appraising the reality of the intelligence community knowing the location of Osama bin Laden and was attempting to blame bin Laden “upon the American mind set.” (p. 20)
Jacobson quotes Cooper: “I’m telling you to be prepared for a major attack. The target will be a large American city. Something terrible is going to happen they’re going to happen that they’re going to blame on Osama bin Laden. Don’t you even believe it.”
Two and a half months later, on September 11, 2001, that prophecy came true when two commercial airliners flew into the Twin Towers of the World Trade Center in a massacre that murdered 2,996 people including 343 New York City Fire Department personnel.
Jacobson comments and quotes Cooper: “Freedom, the most elusive of qualities, best distilled in the inspired documents of the Constitution and the Bill of Rights, had been dealt a fetal blow. ‘From now on, freedom will be whatever the law allows you to do.’” (p. 10)
“They think they can tell you anything and you’ll believe it,” Jacobson quotes Cooper; this was Mystery Babylon’s victory jamboree and their “unholy bombs-blasting-in-air-bacchanal.”
Cooper would continue to broadcast about the conspiracy from his microphone and his hilltop, and predict and analyze the various aspects of Mystery Babylon, signified in the black community in the words of Elijah Muhammad in Message to the Blackman as “none other than America…full of riches, hatred, fornication, adultery, drunkenness, murder of the innocent and idol worship.” (p.182) It was also seen in the military-style SWAT team that attacked and devastated the Weaver family on Ruby Ridge and was executed in the Waco Branch Davidian massacre, another classical case.
Cooper saw the rapid extinction and the insidious control of what had been termed “Creator-endowed unalienable rights” in our Constitution: arena after arena, segment after segment, till cooper came face to face with another ultimatum, the Internal Revenue Service.
COOPER MILITIA
Through the friendships Cooper created in his radio career with WWCR, WBCQ and shortwave broadcasting, Cooper grew a ring of protection, one could a ‘militia,’ many of whom were tax-protesters. It had also become a plan for Bill Cooper as well, declaring his anti-tax status in a HOTT broadcast # 28 on February 28, 1993.
“No, Cooper said, paying income tax was voluntary because the law said so,” expounds Jacobson. “It was simple as that…the phrases ‘voluntary’ and ‘may enter’ carried the significance.”
Thereafter, Cooper was under dark surveillance and his home at 96 North Clearview Circle in Eager, Arizona had become a heavily-armed fortress, the perimeters were hawkishly watched by himself and his airwave friends.
Cooper’s purview had changed over the years due to various facts that he discovered. He no longer believed UFOs, flying sauces, to be extraterrestrial, but certain lectures convinced him they were government or military inventions, often used as “ploys” in psychological warfare gimmicks on the populace. Cooper knew they existed, however, because he had heard his share of strange-object-reports while fighting on the DMZ in Vietnam (p. 69).
Cooper’s life up to this point was far from healthy and unblemished, having been diagnosed with PTSD, and the symptoms seemed evident during his angry moments. Nine wives later, stressed and challenged by the warrant for his arrest, paranoid about intruders, Annie Cooper packed up their children, Poo and Allyson, and left Cooper alone on “Cooper Hill” to fend off intruders and survive. Daughter Jessica briefly returned to Cooper but it was a short-lived relationship because the feds took Jessica aside and tried to arrange an “entrapment” of Cooper using that daughter.
“Cooper’s family was gone,” says Jacobson. “There was nothing left but the fourth tenet of his Creed, the resolve not to give in.” (p. 309)
SHOOTOUT ON COOPER HILL
Cooper had come face to face with the federal agents encroaching on him, but he always successfully avoided them. The line had been dawn in the sand however, and there was no turning back.
“So much has been lost over the years,” says Jacobson. “God remained silent in Cooper’s struggle with the Devil. The Constitution had been victimized out of sheer neglect proving once and for all time that Ben Franklin had been right when he doubted humanity’s ability to live up to the document’s intention.”
One of the many trespassers that Cooper challenged on his property was a Dr. Scott Reynolds Hamblin and his family who visited R.V. Hill (soon called Cooper’s Hill), a spot once visited in the doctor’s youth for bike riding. It was a sensitive moment when they encountered Bill Cooper on July 11, 2001 as Bill had his already heightened fear of federal agents, along with his duties as a member of Neighborhood Watch. It didn’t help at all when Cooper physically threatened the Hamblins.
Scott Hamblin, who claimed to have property himself near Cooper’s property, filed a complaint to the Apache County Sheriff’s Office. The Hamblin’s had a long ancestry of Mormon militias and a high standing in the community; things certainly weren’t going well for Bill Cooper.
A Special Representative Team was planned to capture or takedown Cooper on November 5, 2001. The “entrapment plan” was a team of men to pretend to be riotous trespassers forcing Cooper to approach them. A “decoy” band of agents hid in the back of a truck to grab and arrest Cooper.
Surprisingly, Cooper approached them in his truck rather than on foot, and Cooper shouted a warning to them:
“I’m calling the cops, I’m going to give you ten minutes to be off this property, or the cops are going to be here.”
Cooper made an attempt to swerve his truck around in the storm-swept terrain and get back to his house to make the telephone call. Commander Tafoya chased Cooper’s truck. The Sheriff’s crew followed in the UC pickup while the “Tac Van” attempted to block Cooper’s path. Sargent Charles Brown shouted warnings and aimed his M4 submachine at Cooper’s truck; Sheriff Brian Hounshell did the same with his combat AR-15. In the ruckus and mayhem, Brown jumped on the running board of Cooper’s “stepside” pickup and knocked Cooper’s hands off the steering wheel with his M4 gun, and then grabbed the gearshift. Cooper’s defense sent Brown falling on his butt. Cooper crashed into the rocky terrain forcing Cooper to run on foot for his house. Deputies Joseph Allen Goldsmith and Robert Marinez attempted to prevent Cooper from running, but, according to Jacobson, Cooper reached for his pistol and fired four defensive gunshots, one paralyzing Marinez, at which point Goldsmith kept firing his Glock .45 until Cooper fell dead, exactly as he prophesied, on his doorstep (pp. 328-332, italics and emphasis added).
Crusher, Cooper’s watchdog, chained securely to a truck, was also shot by the agents.
“Cooper saw himself as a messenger, a midnight-riding Paul Revere on the Pale Horse, warning of things to come, events that often turned out exactly as he said. He always thought that if only the sheeple would just wake up from their slumber, and listed to what he had to tell them,” says Jacobson, “the nation could be saved.” (p. 349, italics and emphasis added)

I must have been asked 20 times about the new COVID vaccines. Here are my thoughts. Please pass this information onto many as you can. People need to have fully informed consent when it comes to injecting foreign genetic material into their bodies.
The COVID vaccines are mRNA vaccines. mRNA vaccines are a completely new type of vaccine. No mRNA vaccine has ever been licensed for human use before. In essence, we have absolutely no idea what to expect from this vaccine. We have no idea if it will be effective or safe.
Traditional vaccine simply introduce pieces of a virus to stimulate an immune reaction. The new mRNA vaccine is completely different. It actually injects (transfects) molecules of synthetic genetic material from non-humans sources into our cells. Once in the cells, the genetic material interacts with our transfer RNA (tRNA) to make a foreign protein that supposedly teaches the body to destroy the virus being coded for. Note that these newly created proteins are not regulated by our own DNA, and are thus completely foreign to our cells. What they are fully capable of doing is unknown.
The mRNA molecule is vulnerable to destruction. So, in order to protect the fragile mRNA strands while they are being inserted into our DNA they are coated with PEGylated lipid nanoparticles. This coating hides the mRNA from our immune system which ordinarily would kill any foreign material injected into the body. PEGylated lipid nanoparticles have been used in several different drugs for years. Because of their effect on immune system balance, several studies have shown them to induce allergies and autoimmune diseases. Additionally, PEGylated lipid nanoparticles have been shown to trigger their own immune reactions, and to cause damage to the liver.
These new vaccines are additionally contaminated with aluminum, mercury, and possibly formaldehyde. The manufacturers have not yet disclosed what other toxins they contain.
Since viruses mutate frequently, the chance of any vaccine working for more than a year is unlikely. That is why the flu vaccine changes every year. Last year’s vaccine is no more valuable than last year’s newspaper.
Absolutely no long term safety studies will have been done to ensure that any of these vaccines don’t cause the cancer, seizures, heart disease, allergies, and autoimmune diseases seen with other vaccines. If you ever wanted to be guinea pig for Big Pharma, now is your golden opportunity.
Many experts question whether the mRNA technology is ready for prime time. In November 2020, Dr. Peter Jay Hotez said of the new mRNA vaccines said:
“I worry about innovation at the expense of practicality because they [the mRNA vaccines] are weighted toward technology platforms that have never made it to licensure before.”
Dr. Hotez is Professor of Pediatrics and Molecular Virology & Microbiology at Baylor College of Medicine, where he is also Director of the Texas Children’s Hospital Center for Vaccine Development.
Michal Linial, PhD is a Professor of Biochemistry. Because of her research and forecasts on COVID-19, Dr. Linial has been widely quoted in the media. She recently stated, “I won’t be taking it [the mRNA vaccine] immediately – probably not for at least the coming year. We have to wait and see whether it really works. We will have a safety profile for only a certain number of months, so if there is a long-term effect after two years, we cannot know.”
In November 2020, The Washington Post reported on hesitancy among healthcare professionals in the United States to the mRNA vaccines, citing surveys which reported that: “some did not want to be in the first round, so they could wait and see if there are potential side effects”, and that “doctors and nurses want more data before championing vaccines to end the pandemic”.
Since the death rate from COVID resumed to the normal flu death rate way back in early September, the pandemic has been over since then. Therefore, at this point in time no vaccine is needed. The current scare tactics regarding “escalating cases” is based on a PCR test that because it exceeds 34 amplifications has a 100% false positive rate unless it is performed between the 3rd and 5th day after the first day of symptoms. It is therefor 100% inaccurate in people with no symptoms. This is well established in the scientific literature. See the attachment (False Positive PCR testing is up to 100%!) for more information on this. If you go to the CDC site (file:///C:/Users/docto/AppData/Local/Temp/cdc_97230_DS1.pdf ), you can see that the weekly death rates in the US are now lower than they normally are during an average flu season.
The other reason you don’t need a vaccine for COVID-19 is that substantial herd immunity has already taken place in the United States. This is the primary reason for the end of the pandemic.
Unfortunately, you cannot completely trust what you hear from the media. They have consistently got it wrong for the past year. Since they are all supported by Big Pharma and the other entities selling the COVID vaccines, they are not going to be fully forthcoming when it comes to mRNA vaccines. Every statement I have made here is fully backed by published scientific references.
I would be very interested to see verification that Bill and Melinda Gates with their entire family including grandchildren, Joe Biden and President Trump and their entire families, and Anthony Fauci and his entire family all get the vaccine.
Anyone who after reading all this still wants to get injected with the mRNA vaccine, should at the very least have their blood checked for COVID-19 antibodies. There is no need for a vaccine in persons already naturally immunized.
Here’s My Bottom Line:
I Would Much Rather Get A COVID Infection Than Get A COVID Vaccine. That Would Be Safer And More Effective. I Have Had A Number Of COVID Positive Flu Cases This Year. Some Were Old And Had Health Concerns.
Every Single One Has Done Really Well With Natural Therapies Including Ozone Therapy And IV Vitamin C.
Just Because Modern Medicine Has No Effective Treatment For Viral Infections, Doesn’t Mean That There Isn’t One.

“As I have discussed in previous articles on mind control such as “They” Can’t Read Your Thoughts … Right? the state of current mind control technology is beyond most’s people comprehension and idea of what is possible. This social engineering is being done by the Federal Government, the Military Intelligence agencies, private security firms (more on this below), some of the largest US corporations (after all, we live in a corporatocracy), local and state police, and social programs within inner-city America.

The Select Committee on Intelligence, having considered an
original bill (S. 3905) to authorize appropriations for fiscal
year 2021 for intelligence and intelligence-related activities
of the United States Government, the Intelligence Community
Management Account, and the Central Intelligence Agency
Retirement and Disability System, and for other purposes,
reports favorably thereon and recommends that the bill do pass.
Classified Annexes to the Committee Report
Pursuant to Section 364 of the Intelligence Authorization
Act for Fiscal Year 2010 (Public Law 111-259), the Director of
National Intelligence (DNI) publicly disclosed on February 11,
2020, that the request for the National Intelligence Program
(NIP) for Fiscal Year 2021 was $61.9 billion. Other than for
limited unclassified appropriations, primarily the Intelligence
Community Management Account, the classified nature of United
States intelligence activities precludes any further
disclosure, including by the Committee, of the details of its
budgetary recommendations. Accordingly, the Committee has
prepared a classified annex to this report that contains a
classified Schedule of Authorizations. The classified Schedule
of Authorizations is incorporated by reference in the
Intelligence Authorization Act and has the legal status of
public law. The classified annex is made available to the
Committees on Appropriations of the Senate and the House of
Representatives and to the President. It is also available for
review by any Member of the Senate subject to the provisions of
Senate Resolution 400 of the 94th Congress (1976).
Section-by-Section Analysis and Explanation
The following is a section-by-section analysis and
explanation of the Intelligence Authorization Act for Fiscal
Year 2021 (the ``Act'') that was reported by the Committee.
TITLE I--INTELLIGENCE ACTIVITIES
Section 101. Authorization of appropriations
Section 101 lists the United States Government departments,
agencies, and other elements for which the Act authorizes
appropriations for intelligence and intelligence-related
activities for Fiscal Year 2021.
Section 102. Classified schedule of authorizations
Section 102 provides that the details of the amounts
authorized to be appropriated for intelligence and
intelligence-related activities for Fiscal Year 2021 are
contained in the classified Schedule of Authorizations and that
the classified Schedule of Authorizations shall be made
available to the Committees on Appropriations of the Senate and
House of Representatives and to the President.
Section 103. Intelligence community management account
Section 103 authorizes appropriations for the Intelligence
Community Management Account (ICMA) of the ODNI for Fiscal Year
2021.
TITLE II--CENTRAL INTELLIGENCE AGENCY RETIREMENT AND DISABILITY SYSTEM
Section 201. Authorization of appropriations
Section 201 authorizes appropriations for the CIA
Retirement and Disability Fund for Fiscal Year 2021.
TITLE III--INTELLIGENCE COMMUNITY MATTERS
SUBTITLE A--GENERAL INTELLIGENCE COMMUNITY MATTERS
Section 301. Restriction on conduct of intelligence activities
Section 301 provides that the authorization of
appropriations by the Act shall not be deemed to constitute
authority for the conduct of any intelligence activity that is
not otherwise authorized by the Constitution or laws of the
United States.
Section 302. Increase in employee compensation and benefits authorized
by law
Section 302 provides that funds authorized to be
appropriated by the Act for salary, pay, retirement, and other
benefits for federal employees may be increased by such
additional or supplemental amounts as may be necessary for
increases in compensation or benefits authorized by law.
Section 303. Clarification of authorities and responsibilities of
National Manager for National Security Telecommunications and
Information Systems Security
Section 303 permits the National Manager for National
Security Telecommunications and Information Systems Security,
as designated by National Security Directive 42 (NSD-42), to
delegate NSD-42 authorities to a Deputy National Manager,
without further delegation. Section 303 further reinforces the
National Security Agency's (NSA's) mission regarding
authorities and funding programs by ensuring that the National
Manager--when carrying out NSD-42 authorities--may supervise,
oversee, or execute (directly or indirectly) the Information
Systems Security Program (ISSP), but shall not supervise,
oversee, or execute any aspect of the National Intelligence
Program (NIP) or Military Intelligence Program (MIP), except as
necessary to supervise, oversee, or execute the ISSP. Section
303 also provides that, upon such delegation of authority, the
Deputy National Manager may supervise, oversee, or execute
(directly or indirectly) the ISSP, but shall not supervise,
oversee, or execute any aspect of the NIP or MIP, except as
necessary to supervise, oversee, or execute the ISSP.
Section 304. Continuity of operations plans for certain elements of the
intelligence community in the case of a national emergency
Section 304 requires the Directors of the Office of the
Director of National Intelligence (ODNI), Central Intelligence
Agency (CIA), National Reconnaissance Office (NRO), Defense
Intelligence Agency (DIA), NSA, and National Geospatial-
Intelligence Agency (NGA) to establish continuity of operations
plans for use in the case of certain national emergencies as
defined in statute, and share those with the congressional
intelligence committees within 7 days of a national emergency
being declared. Furthermore, Section 304 requires these
agencies to provide the committees with any updates to those
plans as the conditions of the national emergency require.
Section 305. Application of Executive Schedule level III to positions
of Director of National Security Agency and Director of
National Reconnaissance Office
Section 305 provides that the Director of the NRO and the
Director of the NSA shall be designated as Level III on the
Executive Schedule, the equivalent of an Under Secretary. The
Committee recognizes that this provision does not affect the
current Director of the NSA's military rank or pay. Section 305
is intended to provide the Committee's view as to the
Director's stature in the interagency; it is not intended to
signal support for a civilian nominee. The Committee further
clarifies that this provision shall apply to a successor
civilian occupying the position of Director of the NRO.
Section 306. National Intelligence University
Section 306 provides the National Intelligence University
(NIU) with the authorities that the Department of Defense War
Colleges have regarding faculty member hiring and compensation,
and the acceptance of faculty research grants. Section 306 also
sustains an independent, external board of visitors to provide
oversight of the NIU.
Section 307. Requiring facilitation of establishment of Social Media
Data and Threat Analysis Center
Section 307 provides a requirement regarding Section 5323
of the National Defense Authorization Act for Fiscal Year 2020
by requiring that the Social Media Data and Threat Analysis
Center be established not later than 180 days after enhancement
of this Act.
Section 308. Data collection on attrition in intelligence community
Section 308 requires the DNI to set standards and issue an
annual report on the reasons why different categories of
Intelligence Community (IC) employees separate from service or
applicants to IC positions withdraw from the hiring process
after they have been issued a conditional offer of employment.
Data on workforce attrition should include demographics,
specialties, and length of service. Such reasons may include an
alternative job opportunity, a loss of interest in joining the
IC, or the length of time to complete the clearance process.
Section 309. Limitation on delegation of responsibility for program
management of information-sharing environment
Section 309 stipulates that the President must delegate
responsibilities under Section 1016(b) of the Intelligence
Reform and Terrorism Prevention Act of 2004 to an official
other than the ODNI on or after October 1, 2020.
Section 310. Improvements to provisions relating to intelligence
community information technology environment
Section 310 streamlines current reporting requirements by
requiring the Director of National Intelligence (DNI) to
develop and maintain a long-term roadmap for the Intelligence
Community Information Technology Environment (IC ITE). Section
310 further requires the DNI to develop and maintain a business
plan to implement the long-term IC ITE roadmap.
Section 311. Requirements and authorities for Director of the Central
Intelligence Agency to improve education in science,
technology, engineering, arts, and mathematics
Section 311 ensures that the Director of the CIA has the
legal authorities required to improve the skills in science,
technology, engineering, arts, and mathematics (known as STEAM)
necessary to meet long-term national security needs.
SUBTITLE B--INSPECTOR GENERAL OF THE INTELLIGENCE COMMUNITY
Section 321. Prohibition against disclosure of whistleblower identity
as reprisal against whistleblower disclosure by employees and
contractors in the intelligence community
Section 321 adds to prohibited personnel practices a
knowing, willful or negligent disclosure that reveals an IC
Whistleblower's identifying information without consent.
Section 321 further provides an IC Whistleblower with a private
right of action if such disclosure is taken as a reprisal
against the IC Whistleblower for bringing a complaint.
Section 322. Clarification of standards regarding whistleblower
complaints and information of urgent concern received by
Inspector General of the Intelligence Community
Section 322 clarifies the definition of ``urgent concern''
regarding whistleblower complaints and ensures that the
Inspector General of the Intelligence Community (IC IG) has
authority over determining whether a matter falls within the
``urgent concern'' definition.
Section 323. Clarification regarding submittal of complaints and
information by whistleblowers in the intelligence community to
Congress
Section 323 clarifies that IC Whistleblowers can give their
complaints to the intelligence committees--as long as the
complaint is provided to both Chairman and Vice Chairman or
Ranking Member or designated nonpartisan staff--regardless of
whether they are determined to be urgent concerns. Section 323
further provides new security protocols in the instances where
complaints include classified information.
Section 324. Limitation on sharing of intelligence community
whistleblower complaints with persons named in such complaints
Section 324 prohibits Federal government agents and
employees from sharing an IC Whistleblower complaint that has
been submitted to an IC element's IG with a named subject of
the complaint, unless the IC Whistleblower provides written
consent or information sharing is required as part of the
investigation. Section 324 further provides that any violation
is subject to criminal fines and/or two-year imprisonment and
requires notification to the congressional intelligence
committees.
SUBTITLE C--REPORTS AND ASSESSMENTS PERTAINING TO THE INTELLIGENCE
COMMUNITY
Section 331. Assessment by the Comptroller General of the United States
on efforts of the Intelligence Community and the Department of
Defense to identify and mitigate risks posed to the
Intelligence Community and the Department of Defense by the use
of direct-to-consumer genetic testing by the Government of the
People's Republic of China
Section 331 directs the Comptroller General to assess
efforts in the IC and Department of Defense (DoD) to identify
and mitigate the risks posed to the IC and DoD by direct-to-
consumer genetic testing by the Government of the People's
Republic of China. Section 331 further requires the report to
include key national security risks and vulnerabilities, an
assessment of the IC's and DoD's identification and mitigation
of such risks and vulnerabilities, and recommendations for the
IC and DoD to improve identification and mitigation of such
risks and vulnerabilities.
Section 332. Report on use by intelligence community of hiring
flexibilities and expedited human resources practices to assure
quality and diversity in the workforce of the intelligence
community
Section 332 requires the DNI to submit a report describing
how IC elements are exercising hiring flexibilities and
expedited human resources practices afforded under 5 U.S.C.
Sec. 3326 and related regulations, including the identification
of any obstacles encountered by the IC in exercising such
authorities.
Section 333. Report on signals intelligence priorities and requirements
Section 333 requires the DNI to submit a report detailing
signals intelligence priorities and requirements subject to
Presidential Policy Directive-28 that stipulates ``why,
whether, when, and how the United States conducts signals
intelligence activities.'' This report shall be submitted in
unclassified form, but may include a classified annex.
Section 334. Assessment of demand for student loan repayment program
benefit
Section 334 requires the head of each IC element to
calculate the number of personnel who qualify for a student
loan repayment program benefit, and compare it to the number of
personnel who apply for such a benefit. The information
provided will include recommendations for how to optimize
participation and enhance the effectiveness of the benefit as a
retention tool, to identify any shortfall in funds or
authorities needed to provide such benefit, and to include such
materials with the budget request for Fiscal Year 2022.
Section 335. Assessment of intelligence community demand for child care
Section 335 requires the DNI in coordination with the heads
of other IC elements to provide a report that includes: a
calculation of the total annual demand for child care by
employees at NSA, NGA, DIA, NRO, CIA, and ODNI; an
identification of any shortfalls between demand and the child
care support by these IC elements; an assessment of options for
addressing any such shortfall; an identification of the
advantages, disadvantages, security requirements, and costs
associated with each option; a plan to meet, within five years
after the date of the report, the demand for childcare, and an
assessment of specific considerations that impact the
alternatives available to these IC elements.
Section 336. Open source intelligence strategies and plans for the
intelligence community
Section 336 requires the DNI in coordination with the heads
of each IC element, to conduct a survey of the open source
intelligence requirements, goals, investments, and capabilities
for each element of the IC and to evaluate the usability of the
Open Source Enterprise (OSE). Based on such findings, it
further mandates the DNI shall develop, in coordination with
the heads of each IC element, a strategy for open source
intelligence collection, analysis, and production across the
IC; create a plan for improving usability of the OSE; and
conduct a risk and benefit analysis of creating an independent
open source center.
Using the findings above, Section 336 further requires the
DNI to develop a plan for a centralized data repository of open
source intelligence. Finally, it mandates the DNI develop a
cost-sharing model that leverages the open source intelligence
investments of each IC element for the beneficial use of the
entire IC. It also requires the heads of ODNI, CIA, DIA, NGA,
and NSA to jointly brief the congressional intelligence
committees on the progress developing the aforementioned plans.
Section 337. Plan for establishing an element of the intelligence
community within the United States Space Force
Section 337 requires the DNI and the Under Secretary of
Defense for Intelligence and Security, in coordination with the
Secretary of the Air Force and the Chief of Space Operations,
to submit a plan for establishing an element of the IC within
the United States Space Force.
TITLE IV--SECURITY CLEARANCES AND TRUSTED WORKFORCE
Section 401. Exclusivity, consistency, and transparency in security
clearance procedures, and right to appeal
Section 401 requires the Executive Branch to publish
adjudicative guidelines for determining eligibility to access
classified information and makes these guidelines the exclusive
basis for granting, denying, and revoking clearances in order
to increase transparency and accountability, and ensure due
process. Section 401 further codifies the right of government
employees to appeal unfavorable eligibility determinations to
an agency-level panel. Section 401 also creates a higher level
review by a government-wide appeals panel, chaired by the DNI
as the government's Security Executive Agent, to review certain
agency-level panel determinations involving allegations of
constitutional violations or discrimination. This DNI-led panel
can remand decisions to the employing agency for reevaluation
if the panel finds valid cause.
Section 402. Establishing process parity for security clearance
revocations
Section 402 requires an agency, in justifying an adverse
security clearance or access determination against a
whistleblower, to demonstrate by clear and convincing evidence
that the agency would have made the same security clearance or
access determination in the absence of the whistleblower's
disclosure. Section 402 establishes parity in the legal
standards applied to IC Whistleblower matters.
Section 403. Federal policy on sharing of derogatory information
pertaining to contractor employees in the trusted workforce
Section 403 requires the DNI to issue a policy within 180
days of enactment that facilitates sharing of derogatory
information the government obtains on cleared contractors
(along with any mitigation measures put in place) with Federal
contractor employers' chief security officers, to help
companies maintain robust insider threat programs. The policy
must comport with privacy rights, allow individuals to verify
the information, and stipulate that such sharing is only for
purposes of security risk mitigation.
TITLE V--REPORTS AND OTHER MATTERS
Section 501. Secure and trusted technology
Section 501 establishes a Communications Technology
Security and Innovation Fund to support the development and
deployment of open standards-based compatible, interoperable
equipment for fifth-generation wireless networks to create a
more secure and diverse telecommunications vendor market. It
also establishes a Multilateral Telecommunications Security
Fund to support the adoption of secure and trusted
communications technologies in key markets globally. Section
501 authorizes up to $750,000,000 for each fund and requires
the administrators of each fund to provide annual reports to
Congress detailing the use of proceeds.
Section 501 further requires the DNI to submit a report on
political influence by adversarial nations within international
forums that set standards for fifth-generation and future
generations of wireless networks, including International
Telecommunication Union (ITU), International Organization for
Standardization (ISO), Inter-American Telecommunication
Commission (CITEL), and 3rd Generation Partnership Project
(3GPP). Section 501 also requires the DNI and Secretary of
Defense to jointly submit a report on developing federal
wireless network testbeds for development of fifth-generation
technologies for U.S. military and dual-use applications using
open interface standards-based compatible, interoperable
equipment. This report should include an assessment of efforts
by foreign governments to build wireless network testbeds for
virtualized telecommunication technologies. Both reports shall
be in unclassified form with a classified annex, if required.
Section 502. Report on attempts by foreign adversaries to build
telecommunications and cybersecurity equipment and services
for, or to provide such equipment and services to, certain
allies of the United States
Section 502 requires the CIA, NSA, and DIA to submit to the
congressional intelligence and armed services committees a
joint report that describes the United States intelligence
sharing and military posture in Five Eyes countries that
currently have or intend to use adversary telecommunications or
cybersecurity equipment, especially as provided by China or
Russia, with a description of potential vulnerabilities of that
information and assessment of mitigation options.
Section 503. Report on threats posed by use by foreign governments and
entities of commercially available cyber intrusion and
surveillance technology
Section 503 requires the DNI to submit a report to the
congressional intelligence committees on the threats posed by
foreign governments and foreign entities using and
appropriating commercially available cyber intrusion and other
surveillance technology.
Section 504. Reports on recommendation of the Cyberspace Solarium
Commission
Section 504 requires the ODNI, Department of Homeland
Security (acting through the Under Secretary of Homeland
Security for Intelligence and Analysis), Department of Energy
(acting through the Director of Intelligence and
Counterintelligence of the Department of Energy), Department of
Commerce, and DoD to report to Congress their assessment of the
recommendations submitted by the Cyberspace Solarium Commission
pursuant to Section 1652(j) of the John S. McCain National
Defense Authorization Act (NDAA) for Fiscal Year 2019, and to
describe actions that each agency expects to take to implement
these recommendations.
Section 505. Assessment of critical technology trends relating to
artificial intelligence, microchips, and semiconductors and
related supply chains
Section 505 requires the DNI to complete an assessment of
export controls related to artificial intelligence (AI),
microchips, advanced manufacturing equipment, and other AI-
enabled technologies, including the identification of
opportunities for further cooperation with international
partners.
Section 506. Duty to report counterintelligence threats to campaigns
Section 506 requires that Federal presidential campaigns
must report to the Federal Bureau of Investigation (FBI) within
one week any offers to contribute, donate, expend, disburse, or
solicit as prohibited under 50 U.S.C. Sec. 30121 by the
following individuals: a foreign principal as defined in the
Foreign Agent Registration Act; a person acting at the
direction of a foreign principal; or a person included in the
list of specially designated nationals or blocked person by the
Treasury Department's Office of Foreign Asset Control. Section
506 further requires Federal campaigns to establish a policy to
retain and preserve records related to reportable foreign
contacts for not less than three years, and enacts criminal
penalties for willful violations of this section.
Section 507. Combating Chinese influence operations in the United
States and strengthening civil liberties protections
Section 507 provides additional requirements to annual
reports in 50 U.S.C. Sec. 3237(B) on Influence Operations and
Campaigns in the United States by the Chinese Communist Party
(CCP) by mandating an identification of influence operations by
the CCP against the science and technology sector in the United
States. Section 507 also requires the FBI to create a plan, in
consultation with stakeholders outside the Intelligence
Community to increase public awareness and detection of
influence activities by the CCP. Finally, Section 507 requires
the FBI, in consultation with the Assistant Attorney General
for the Civil Rights and the Chief Privacy and Civil Liberties
Officer of the Department of Justice, to develop
recommendations to strengthen relationships with communities
targeted by the CCP and to build trust with such communities
through local and regional grassroots outreach.
Section 508. Annual report on corrupt activities of senior officials of
the Chinese Communist Party
Section 508 requires the CIA, in coordination with the
Department of Treasury's Office of Intelligence and Analysis
and the FBI, to submit to designated congressional committees
annually through 2025 a report that describes and assesses the
wealth and corruption of senior officials of the Chinese
Communist Party (CCP), as well as targeted financial measures,
including potential targets for sanctions designation. Section
508 further expresses the Sense of Congress that the United
States should undertake every effort and pursue every
opportunity to expose the corruption and illicit practices of
senior officials of the CCP, including President Xi Jinping.
Section 509. Report on corrupt activities of Russian and other Eastern
European oligarchs
Section 509 requires the CIA, in coordination with the
Department of the Treasury's Office of Intelligence and
Analysis and the FBI, to submit to designated congressional
committees and the Under Secretary of State for Public
Diplomacy, a report that describes the corruption and corrupt
or illegal activities among Russian and other Eastern European
oligarchs who support the Russian government and Russian
President Vladimir Putin, and the impact of those activities on
the economy and citizens of Russia. Section 509 further
requires the CIA, in coordination with the Department of
Treasury's Office of Intelligence and Analysis, to describe
potential sanctions that could be imposed for such activities.
Section 510. Report on biosecurity risk and disinformation by the
Chinese Communist Party and the Government of the People's
Republic of China
Section 510 requires the DNI to submit to the designated
congressional committees a report identifying whether and how
CCP officials and the Government of the People's Republic of
China may have sought to suppress or exploit for national
advantage information regarding the novel coronavirus pandemic,
including specific related assessments. Section 510 further
provides that the report shall be submitted in unclassified
form, but may have a classified annex.
Section 511. Report on effect of lifting of United Nations arms embargo
on Islamic Republic of Iran
Section 511 requires the DIA to submit to designated
congressional committees a report on the Government of the
Islamic Republic of Iran's plans to acquire military arms if
the United Nations Security Council's resolutions' ban on arms
transfers to or from the Government of the Islamic Republic of
Iran is lifted, as well as the effects such arms acquisitions
may have on regional security and stability.
Section 512. Report on Iranian activities relating to nuclear
nonproliferation
Section 512 directs the DNI to submit a report on any
relevant activities relating to nuclear weapons research and
development by the Islamic Republic of Iran and any relevant
efforts to afford or deny international access to related
facilities in accordance with international non-proliferation
agreements.
Section 513. Sense of Congress on Third Option Foundation
Section 513 expresses the sense of Congress that the Third
Option Foundation's work on behalf of the CIA's special
operations community and their families is invaluable, such
that the Director of the CIA should work with the Foundation to
implement section 6412 of the Damon Paul Nelson and Matthew
Young Pollard Intelligence Authorization Act for Fiscal Years
2018, 2019, and 2020, which provided special rules for certain
monthly workers' compensation payments and other payments to
CIA personnel.
Committee Comments
Equitable Treatment of Relocation Costs for Intelligence Community
Civilians
As demonstrated in The Intelligence Community Workforce
Agility Protection Act of 2020, S. 3675, introduced by Senators
Burr and Warner, the Committee strongly supports IC personnel
who must make a permanent change of station to accept an IC
position. The Committee recognizes such relocations pose
significant financial hardships for the IC civilians who move
their families to serve their country. Current law provides
military members with exemptions from effective tax penalties
for such relocations, but IC civilians have no similar
exemptions, thus undermining the IC's ability to recruit and
maintain a highly qualified and motivated workforce. The
Intelligence Community Workforce Agility Protection Act of 2020
would provide equitable tax treatment for IC civilians who are
subject to similar permanent change of station orders. The
Committee looks forward to expeditious congressional action on
this matter.
Advanced Aerial Threats
The Committee supports the efforts of the Unidentified
Aerial Phenomenon Task Force at the Office of Naval
Intelligence to standardize collection and reporting on
unidentified aerial phenomenon, any links they have to
adversarial foreign governments, and the threat they pose to
U.S. military assets and installations. However, the Committee
remains concerned that there is no unified, comprehensive
process within the Federal Government for collecting and
analyzing intelligence on unidentified aerial phenomena,
despite the potential threat. The Committee understands that
the relevant intelligence may be sensitive; nevertheless, the
Committee finds that the information sharing and coordination
across the Intelligence Community has been inconsistent, and
this issue has lacked attention from senior leaders.
Therefore, the Committee directs the DNI, in consultation
with the Secretary of Defense and the heads of such other
agencies as the Director and Secretary jointly consider
relevant, to submit a report within 180 days of the date of
enactment of the Act, to the congressional intelligence and
armed services committees on unidentified aerial phenomena
(also known as ``anomalous aerial vehicles''), including
observed airborne objects that have not been identified.
The Committee further directs the report to include:
1. A detailed analysis of unidentified aerial
phenomena data and intelligence reporting collected or
held by the Office of Naval Intelligence, including
data and intelligence reporting held by the
Unidentified Aerial Phenomena Task Force;
2. A detailed analysis of unidentified phenomena data
collected by:
a. geospatial intelligence;
b. signals intelligence;
c. human intelligence; and
d. measurement and signals intelligence;
3. A detailed analysis of data of the FBI, which was
derived from investigations of intrusions of
unidentified aerial phenomena data over restricted
United States airspace;
4. A detailed description of an interagency process
for ensuring timely data collection and centralized
analysis of all unidentified aerial phenomena reporting
for the Federal Government, regardless of which service
or agency acquired the information;
5. Identification of an official accountable for the
process described in paragraph 4;
6. Identification of potential aerospace or other
threats posed by the unidentified aerial phenomena to
national security, and an assessment of whether this
unidentified aerial phenomena activity may be
attributed to one or more foreign adversaries;
7. Identification of any incidents or patterns that
indicate a potential adversary may have achieved
breakthrough aerospace capabilities that could put
United States strategic or conventional forces at risk;
and
8. Recommendations regarding increased collection of
data, enhanced research and development, and additional
funding and other resources.
The report shall be submitted in unclassified form, but may
include a classified annex.
Coordination of Security for Domestic Military Installations and Other
Facilities
The Committee is concerned that, as a result of several
recent incidents of attempted unauthorized access to Naval Air
Station Key West and Fort Story, Virginia by Chinese nationals,
several security vulnerabilities have been discovered. Foreign
adversaries may be systematically probing military
installations and facilities, and it is important that the
Department of Defense take responsibility for ensuring security
measures are adequate, unauthorized accesses are tracked, and
uniform reporting requirements for attempted unauthorized
accesses are established.
Therefore, the Committee directs the Under Secretary of
Defense for Intelligence and Security (USD(I&S)), in
coordination with the DNI and the Director of the FBI, to
establish within the Office of the USD(I&S) a designee
responsible for coordination of security for domestic military
installations and other domestic military facilities.
Specifically, the designee's responsibilities shall include
tracking unauthorized incursions into domestic military
installations and facilities and attempts at such incursions.
The Committee further directs that, within 180 days of
enactment of this Act, such individual shall develop a strategy
for security and counterintelligence collection that defines
the capability requirements, responsibilities, and processes
for security and counterintelligence for domestic military
installations and other domestic military facilities. In
addition, not less frequently than once each year, the Under
Secretary shall, in consultation with the heads of other
appropriate elements of the DoD and the IC, brief the
intelligence and armed services committees on the:
1. Activities of the designee; and
2. Current and anticipated trends and developments in
connection with security for domestic military
installations and other domestic military facilities.
Processing, Exploitation, and Dissemination Modernization and
Integration Efforts of the Algorithmic Warfare Cross-functional
Team of the Department of Defense
The Committee is concerned with the intelligence silos that
have resulted from isolated procurement programs that store
data in individual repositories, each with its own set of
cataloging procedures and proprietary technologies. This, in
turn, potentially limits advantageous communications among
databases, causes vital intelligence to go undetected, and
causes duplication of separately-located analysts' efforts in
reviewing other, less vital, intelligence information.
Therefore, the Committee directs the head of the
Algorithmic Warfare Cross-Functional Team, as established in
the Department of Defense by memorandum dated April 26, 2017,
to submit to the congressional intelligence and armed services
committees within 180 days of enactment of the Act, a report
that includes:
1. Recommendations for the delineation of efforts
between the Team and the Joint Artificial Intelligence
Center, especially with respect to data labeling,
testing and evaluation;
2. Recommendations for resource sharing across the
intelligence community for test and evaluation as
Project Maven transitions its independent lines of
effort;
3. The plan of the Team to integrate unsupervised
artificial intelligence algorithms (e.g., algorithms
that learn from data without being trained, allowing
the artificial intelligence to self-improve) into
Project Maven;
4. The plan of the Team to incorporate independent
data repositories located across the intelligence
community, irrespective of the element providing the
data or the domain they are resident to, into Project
Maven; and
5. The plan of the Team to ensure that development of
Processing, Exploitation, and Dissemination technology
that will facilitate and enhance the capability of
analysts to rapidly search across near real-time
sensors, leverage historical data, and identify
valuable intelligence is incorporated into the Defense
Intelligence Agency Machine-assisted Analytic Rapid-
repository System.
Plan for Assessing Government Agency Counterintelligence Programs
Adversary intelligence and security service efforts to
monitor, access, penetrate, and/or manipulate government
facilities, personnel, networks, and supply chains have become
increasingly more sophisticated, as described in the National
Counterintelligence Strategy of the United States. Many
national security agencies, to include those in the DoD and IC,
have mature and robust counterintelligence programs to preserve
the integrity of their systems. However, many agencies'
programs lag behind, either because they do not believe they
are at risk or because of internal funding challenges.
Therefore, the Committee directs the Director of the National
Counterintelligence and Security Center to develop a plan
within 90 days of enactment of this Act for assessing the
effectiveness of all government agency counterintelligence
programs. This plan should address the standards and methods of
assessment that may apply for different categories of executive
agencies; phasing of implementation over a five-year timeframe
to cover all government counterintelligence; the periodicity
for updated assessments; and annual costs to conduct these
assessment and any recommendation for a cost recovery
mechanism.
Security Clearance Procedures and Rights to Appeal
Section 401 of the Act provides appeal rights and
procedures for security clearance eligibility determinations.
This provision is not intended to impede agency decisions
regarding access to classified information for a limited
purpose or duration (e.g., regarding an election or one-time
read-ins for a specific event or threat). The Committee does,
however, expect agencies to keep Congress fully and currently
informed of any limited purpose or duration grants of access.
Finally, the Committee expects the DNI-level appeals panel to
exercise judgment and review only those appeals that the panel
concludes have evidentiary and jurisdictional merit.
Supporting Industry during Coronavirus
Congress passed the Coronavirus Aid, Relief, and Economic
Security Act (CARES Act) in March 2020 to provide necessary
assistance to the American economy during the coronavirus
pandemic. An important element of that Act was Section 3610,
which provided agencies authorities to modify contracts for
companies supporting the government. This provision was
critical to the defense industrial base. The Committee believes
that consistent interpretation of Section 3610, particularly as
it relates to work conducted at contractor facilities, cost
reimbursement methodology, adjustments in payment plans, and
adjustments in contract periods of performance, is essential to
reducing uncertainty and sustaining a vibrant national security
sector. The Committee looks forward to working with the IC
elements in identifying if any additional authorities or
resources are necessary and identifying lessons learned for any
future national emergency.
Efficient Use of Sensitive Compartmented Information Facilities
The Committee is concerned that there are unnecessary
challenges to the utilization of Sensitive Compartmented
Information Facility (SCIF) spaces by multiple programs among
IC and Department of Defense components and their appropriately
cleared government contractors. These challenges result in
inefficient use of SCIFs and classified networks. The Committee
finds that it is important to support collaboration and related
efficiencies by sharing SCIF spaces.
Therefore, the Committee directs the DNI, in consultation
with the Secretary of Defense, to issue, within 180 days after
enactment of this Act, revised guidance authorizing and
directing government agencies and their appropriately cleared
contractors to process, store, use, and discuss sensitive
compartmented information (SCI) at facilities previously
approved to handle SCI, without need for further approval by
agency or by site. This guidance shall apply to both IC-
controlled access programs and DoD special access programs.
Committee Action
On June 3, 2020, a quorum being present, the Committee met
to consider the bill and amendments. The Committee took the
following actions:
Votes on amendments to the committee bill and the classified annex
By unanimous consent, the Committee made the Acting
Chairman and Vice Chairman's bill, together with the classified
annex for Fiscal Year 2021, the base text for purposes of
amendment.
By voice vote, the Committee adopted en bloc three
amendments to the classified annex, as follows: (1) a second-
degree amendment by Acting Chairman Rubio; (2) an amendment by
Acting Chairman Rubio; and (3) a second-degree amendment by
Senator Sasse.
By voice vote, the Committee adopted en bloc five

By voice vote, the Committee adopted a second-degree
amendment by Vice Chairman Warner and cosponsored by Senators
Collins and Bennet, to an amendment by Vice Chairman Warner,
and cosponsored by Senators Collins and Bennet, that requires
Federal presidential campaigns to report to the FBI illegal
offers of assistance by known foreign agents. The second-degree
amendment exempted unpaid volunteers from such reporting
requirements and reduced the criminal penalties. By a vote of 8
ayes and 7 noes, the Committee adopted the amendment by Vice
Chairman Warner, and cosponsored by Senators Collins and
Bennet, as modified by the second-degree amendment. The votes

Compliance With Rule XLIV
Rule XLIV of the Standing Rules of the Senate requires

Committee not to create any congressionally directed spending
items or earmarks, none have been included in the bill, the

Estimate of Costs
Pursuant to paragraph 11(a)(3) of rule XXVI of the Standing

provisions of this report due to the classified nature of the
operations conducted pursuant to this legislation. On June 8,
2020, the Committee transmitted this bill to the Congressional
Budget Office and requested an estimate of the costs incurred
in carrying out the unclassified provisions.
Evaluation of Regulatory Impact
In accordance with paragraph 11(b) of rule XXVI of the
Standing Rules of the Senate, the Committee finds that no
substantial regulatory impact will be incurred by implementing
the provisions of this legislation.
Changes to Existing Law
In compliance with paragraph 12 of rule XXVI of the
Standing Rules of the Senate, the Committee finds that it is
necessary to dispense with the requirement of paragraph 12 to
expedite the business of the Senate.
MINORITY VIEWS OF SENATOR WYDEN
Despite its strong provisions, I voted against the Fiscal
Year 2021 Intelligence Authorization Act because the
legislation failed to reform a broken, costly declassification
system. Years of reports, from the Information Security
Oversight Office (ISOO) and the Public Interest
Declassification Board (PIDB), have documented how a flood of
digital classification has overwhelmed the federal government's
obsolete declassification system. There is a consensus, inside
and outside government, that the system is unsustainable.
The ISOO has determined that the cost of classification
continues to increase and now exceeds $18 billion annually. A
dysfunctional system that lets more and more classified records
pile up wastes a significant portion of that amount, while
undermining transparency and doing nothing to protect national
security.
There is no dispute about the severity of the problem, nor
about the solution--modernization of the declassification
system. Senator Jerry Moran and I have introduced bipartisan
legislation (S. 3733) to charge the Director of National
Intelligence with modernizing declassification, a
recommendation also made by the PIDB. I am disappointed that
the Committee rejected efforts to adopt this commonsense
bipartisan reform and address this ever-growing crisis.
The bill includes a number of important Intelligence
Community whistleblower protection provisions, four of which
were included at the behest of Vice Chairman Warner and myself.
Those provisions protect from outside interference the
Inspector General's determinations about what whistleblower
complaints to submit to Congress, prohibit the public
disclosure of whistleblowers' identities, prohibit
whistleblower complaints from being shared with the subjects of
those complaints, and provide a channel for whistleblowers to
come directly to Congress without interference from the DNI.
Unnecessarily restrictive language was added to the
provision facilitating direct whistleblower communications with
Congress. The Intelligence Community Whistleblower Protection
Act created a process for whistleblowers to communicate with
the ``intelligence committees,'' whereas the bill appears to
limit such communication to the Chairman and Vice Chairman, or
certain nonpartisan staff. To the extent the bill creates new
limitations on efforts by whistleblowers to convey concerns to
members of Congress, the language in the bill should be
modified or clarified.
The bill includes a fifth whistleblower provision I
proposed that protects whistleblowers whose security clearances
are revoked or who face an adverse access determination by
requiring that the government demonstrate by clear and
convincing evidence that the agency would have made the same
security clearance or access determination in the absence of
the whistleblower's disclosure.
It also includes my provision requiring a report on the
threat posed by the proliferation of commercial spyware as well
as U.S. government efforts to counter that threat.
Finally, I am pleased that the Classified Annex requires a
report with information that Senator Heinrich and I have been
seeking related to collection conducted pursuant to Executive
Order 12333.

WHAT IS AN INTELLIGENT MACHINE
When we say intelligent machine it does not mean that it is a machine which can solve any complex program that even humans get troubled. Calculators are not intelligent. Calculators give the right answers to challenging math problems, but everything they “know” is preprogrammed by people. They can never learn anything new. Calculators are able to solve problems entirely because people are already able to solve those same problems. We have generated many computing devices that can solve mathematical problems of enormous complexity, but those were not actually intelligent. They are pre-programmed to do exactly what we want them to do. They accept input and generate the correct output. They may do it at amazingly fast speeds, but their underlying mechanisms depend on humans having already worked out how to write the programs that control their behavior. An intelligent machine is a machine that does not have any pre-programmed data in it to solve a problem. We can also say that it is a machine which has an ability to think.

SHUTDOWN
That stentorian statement is backed by Robert Salas’ 32 years he had worked for the government, seven years on active duty as a graduate of the U.S Air Force Academy, a weapons controller, launch officer for intercontinental ballistic missiles, Air Force propulsion engineer at Martin-Marietta on the Titan III Program, and 21 years for the FAA (Federal Aviation Administration) as an aircraft structure engineer.
Nothing, however, gives him as much spiritual and etheric power to speak on the topic as to when he was a witness to a March 24, 1967 shutdown of 10 ballistic missiles that went dead – 20 shutdowns in a week – a “crap out” from their alert status.
MARCH 16, 1967
(“UFOs were seen more frequently around areas vital to the defense of the United States. The Los Alamos-Albuquerque area, Oak Ridge, and White Sands Proving Ground rated high.” Ruppelt, Edward J. A Missile Launch Command Center
Salas recounts events that “Airman Smith” (a pseudonym) participated in an invasion when he worked at Echo Site on March 16, 1967, as a targeting technician. Smith was notified that the missiles “had gone down” as they were working on the Echo Flight LF. At some point into the acquisition of the autocollimator, a failure occurred.
“About this time, the top side security guard shook the ladder and motioned for Airman Smith to come up the ladder,” says Salas. “When he reached ground level, he could see a large, glowing, orange-colored sphere, stationary at about 30 degrees from the horizon, in the direction of the gate and close to the site.”
Airman Smith notified the team chief who was visibly frightened by the sight of the object. Smith ordered the “shaken” guard to report the sighting to the Wing Command Post through the Sensitive Information Network (SIN), but the line would not connect. Smith and two other team-members tried the startup procedure several times, only to “crap out” at collimator acquisition.
The object was still above the site while this was happening. Smith observed the object to pulsate and give off a low hum and he felt an electrostatic energy coming from the object.
“The object was present for at least an hour; however, the guard told him later that it would periodically move away for a short time and then return,” says Salas. “After considerable inhibiting the startup, it left the area; the missile was then brought back to Alert status with no anomalies whatever during collimator acquisition.”

Salas also relates an incident of a technician called “Tex” (this may have also been ‘Smith’) to UFO researchers Sean Casteel and John Weigle (October 29, 2013). They related the tale:
“Further confirmation came from a source called ‘Tex,’ who prefers to remain anonymous since he is currently the vice president of a prominent aerospace company. Tex said that he was working through a checklist to bring an Echo Flight missile back online when a guard called him to the surface to see a UFO hovering over the site. He returned to his work and started to bring the missile back up.
“He gets to a certain point in the checklist,” Salas said, “and the missile shuts down again. This object is still up there. In fact, he can feel the electrical energy coming down the tube right where he is. He said he felt almost like he was immersed in static electricity. But he tried this many, many times, he said, trying to bring the missile back up on alert using his checklist. When he got to this particular point on the checklist, he said, the missile shut down again.
“To Tex, whatever it was knew exactly how the missile system worked and knew it in great detail.”
A similar scenario took place when Salas was on duty on March 24, 1967.
Salas received a call from the flight security controller (FSC) reporting strange “lights” about the facility observed by several security personnel. The lights moved erratically and would sometimes hover and reverse direction, often at high speeds. The FSC called again and agitatedly told that an object was hovering over the front gate. Salas ordered them to stand ready with weapons and to let no one enter.

Salas alerted Colonel Fred Meiwald as they began to get audible alarms and indicator lights on their status board. “All of our missiles were indicating NO-GO; they were all disabled.”
Fred Meiwald phoned in the NO-GO status at Oscar Flight to the Wing Command Post. Meiwald stated: “The same thing happened at another flight!” Salas later discovered the Oscar Flight incident was not mentioned in any of the reports of the Echo Flight investigation.
Lieutenant Robert Jamison was a targeting officer assigned to the 341st Missile Maintenance Squadron. He stated in his affidavit that he was called out one evening to restart Oscar Flight – all ten missiles were NO-GO. Jamison testified that he had to wait about three hours before he was given the go-ahead to proceed to Oscar Flight. Jamison told of the following facts:
# All targeting teams received a “special UFO briefing” prior to each dispatch for the next two weeks after the March incident.
# They were to report any UFO activity to the Missile Command Post and to take self-defense measures if necessary.
# Jamison was told about the Echo Flight shutdowns and UFO encounters.
Despite multiple witnessing and much evidence, Lieutenant Colonel Lewis Chase of the Air Force Chief of Staff and the Foreign Technology Division at Wright-Patterson (TDET) concluded the incident as having “no equipment malfunctions and abnormalities.” (p. 59)
“These are blatantly false statements,” says Salas, “I and others can attest that were ordered not to talk to anyone about our incident and that our equipment certainly did malfunction.”

CONDON TRICKERY
Salas recounts his meeting with the infamous University of Colorado UFO Study Group (headed by Edward U. Condon). The Condon Committee, as it also became to be called, was eventually exposed as a negative, contrived and “orchestrated” study. Condon Committee investigator Dr. Roy Craig was asked to investigate at Malmstrom on October 9 to 14, 1967.
“The report of the shutdowns was cloaked in secrecy even before Craig arrived at Malmstrom,” says Salas, “the depth of that secrecy would soon be escalated after his arrival.”
Craig turned over what limited information he was given by the Air Force to co-investigator Condon Deputy Robert Low. It was Low that wrote in an August, 1966 memo: “The trick would be, I think, to describe the project so that, to the public, it would appear a totally objective study, but to the scientific community, would present the image of a group of nonbelievers trying their best to be objective, but having an almost zero expectation of finding a saucer.”
Largely because of his experience with UFOs, Salas becomes acquainted with the growth of the Military-Industrial-Complex and its skeleton of secrecy that smothers and is tyrannical. He traces the creation of the U.S Air Force Project Sign, watches it grow into an uglier Project Grudge, blossom again into a brighter Project Bluebook, only to be crushed beneath the CIA Robertson Committee Panel of the January, 1953 and its “disinformation campaign to discredit the phenomena…keeping the UFO question in the realm of incredulity…” (p. 25.)
Also pivotal to Salas and the UFO situation was the Manhattan Project and the creation of the atomic bomb: this strengthened the structure of “holding a secret (as having) always been a way of having some sort of power over others.”
THE LONG WALK
Salas speaks of the September 1948 Top Secret “Estimate of the Situation” that states that UFOs were spaceships:
“In fact, the highest levels of our government did know for certain that these were interplanetary,” says Salas, “because they had already recovered extraterrestrial craft and beings from the 1947 Roswell crash in New Mexico.” (p. 22)
Quickly following the 1947 UFO events began a series of happenings whose momentum in negativity has become nonstop ever since:
# The 1949 Project Grudge two-phase approach: explaining all UFO reports and, secondly, convincing the public, which Grudge pursued wholeheartedly.
# The “hardening” of the government’s seeming “negative approach” following the July, 1952 UFO buzzing of the nation’s Capital in Washington, D.C.
# The forming of the January 1953 CIA Robertson Committee Panel “to establish a disinformation campaign to discredit the phenomena.”
“Here in the United States this excessive secrecy has been ongoing for such a long period of time that many abuses by various government agencies,” says Salas, “have and continue to degrade the conversation of our democratic principles – government of, by, and for the people.”
# A 2010 information Security Oversight Office (ISOO) report indicated there were 76.8 million classification decisions, a more than 40 percent increase from 2009; a cost of $10.2 billion in 2010.
# To combat the UFO situation, governments have formed “a secret organizational structure, a cabal,” devoted to a huge zero-sum game with the public. “As long as there is no public disclosure about the UFO reality, the game goes on and there are no absolute winners or losers.” One side, the public (so-to-speak) would attempt to represent more credible UFO evidence; the cabal, on the other hand, consists of disinformation, debunking, silencing, intimidation, and ridicule. As the readers will see, Salas goes through several examples.
“Clearly there is a cover-up of the UFO phenomena,” says Salas, “and clearly the forces in favor of disclosure are at a disadvantage in winning this game. The prize is the entire pie. We want total disclosure and the other side wants to keep completely hidden.” (p. 97)
THE CABAL
Salas points at noted individuals in the cabal such as the late engineer Wilber Smith, the late Dr. Vannevar Bush, the late Admiral Roscoe Hillenkoetter, and Salas presently includes a CORE group with “the highest security rating and priority.” That team is also called the “SecretGroup” by researcher Raymond Fowler. Salas charts what he believes to be the general flow and organization of the CORE group. Salas outlines what CORE may have learned about UFO activity: invisibility and the control of natural energy sources are two characteristics.

The nature of the “enemy” is highlighted by one specific incident:
A principal Civil Aviation Administration air traffic controller, Harry Barnes, distinctly felt that the 1952 UFOs over Washington, D.C could read his thoughts as they darted about over the Capitol. A pilot reported that he “heard his first name called out by a strange voice transmission. Military radio transmissions between aircraft do not use first names of pilots!”
COMPILATION OF INTERESTING SIGHTINGS
Salas portrays several favorites, little-known and unusual sightings that he feels support the reality of the phenomena. Some are large triangular UFOs, others flew over nuclear missile bases.
A typical case was that of Josie Zwinanberg who spotted a UFO near the Soesterbuerg, Netherland’s 32nd Tactical Fighter Squadron on February 2 and 3, 1979. The object had a number of brilliant but mystically blue lights that shone from it as the object buzzed the airfield. On the 3rd, the object emitted a beam of light to the ground. It was seen by many airmen at the base.
Thirty-one years later in the summer of 2011, while Zwinenberg vacationed in Ireland, she was approached by a “Tom” – a total stranger – who related details of her sightings, even tiny items and intimate information (such as the rustling of leaves) that only Zwinenberg knew.
Part of Salas’ chronology of events, in the latter part of the book, concerns the human abduction phenomena, which Salas naturally includes in his array of UFO events. Salas extrapolates findings from researchers such as Dr. Budd Hopkins, Dr. John Mack and Yvonne Smith of the Close Encounter Research Organization.

“Essentially all abductees seemed to be given some information, messages, special abilities, direction, or some special ‘mission’ to perform upon their return,” says Salas. “While there is little doubt that some sort of hybridization program is on-going, there is also little doubt that ETs are trying to somehow ‘improve’ our species.”
NUCLEAR DETERRENCE AND SALVATION
One of the greatest concerns about the ETs must be, says Salas, that of nuclear deterrence, human destruction, and the secrecy surrounding these topics commanding “fairness, honesty, equal treatment, mutual respect, openness, and accountability to the people.” Salas concludes:
“If we do nothing, we allow excessive secrecy, we allow corruption to take hold, we allow unnecessary wars to happen, we allow a few to control us and our lives withoutourconsent, and we allow a few to decide how we will interact with extraterrestrial life.”
CRITICS AND THE AFTERMATH
Salas’ quest, however, has not been without its critics and problems. Critic Tim Hebert (a former SAC missile crew commander and staff officer, currently in the healthcare field with a RN, BASN and MSA), however, even detailed UFO activity surrounding and prior to the Malmstrom case:
“Jan 9, 1967: Malta, MT at 9 p.m., on family farm. Family alerted by dog, family saw a large rectangular object with glowing red light along the bottom and large amber light on top moving at high speed. The object landed in a field for approximately one hour. Object suddenly disappeared as if it took off at a high rate of speed. The next day, family went to the field were the object had landed. There were no tracks in the snow and no sign that anything had been there. (BillingsGazette, 1-20-67.)
“Jan 26, 1967: Havre, MT at 8:15 p.m. A man saw a yellow sphere with blinking yellow body lights which circled a mountain and flew off (nicap.org).
“Feb 9, 1967: Chester, MT, 6:30 a.m., Railroad foreman saw a saucer (disk) with bright body of light hovering over the railroad depot. The depot was engulfed in light, the object departed straight up. (SpokaneSpokesman–Review, 2/12/67.)
“Feb 23, 1967 Glasgow AFB, MT, reported sighting by NICAP (no details listed).
“Mar 22, 1967: Newspaper article (UPI), ‘UFOs Seen in Great Falls Vicinity,’ TheDailyInterLake. Tuesday night, 7:45 p.m. – 8:30 p.m., several persons reported seeing unidentified flying objects over the Great Falls, Vaughn, Fort Benton, and Manchester. White lights, big with a little one on top. The object was moving east to west then north to south.
“Mar 23, 1967: Great Falls, MT, 9 p.m.: Sheriffs deputies saw a yellow object with a red glow coming from top to bottom. Object hovered then flew away; Many sightings throughout the state (Great Falls Leader, 3/24/67).
“Mar 24, 1967: Belt, MT, 9 p.m., Truck driver outside of Belt, MT sees a dome-shaped object showing bright lights and landing in a nearby ravine (Investigated by Project Blue Book).”
Hebert, a confessed debunker, unfortunately, did not feel the UFO activity connected with any missile failures on the two major missile fiascos of March 16 and 24, 1967. Herbert gives a short summary of events on his website (dated November 26, 2010):
“The letter in its basic meaning set in motion for OOMA, Boeing, Autonetics and 15th AF to provide support to evaluate the situation and find a cause and correction as detailed in the 341st SMS Wing’s history.
“We must have an in-depth analysis to determine cause and corrective action…..
“The UFO theory backers have used the Malmstrom Incident to foster the notion that a portion of the U.S. nuclear arsenal was neutralized by a UFO. True, ten ICBMs were off alert for one to two days, but no damage was done to the ICBMs themselves. And most importantly, the RVs remained under positive control! There was no ‘Broken Arrow’ called either by the 341st SMW or by SAC!
“So far, I’ve shown that of the 10 Echo Flight ICBMs in question:
“1. Shutdowns occurred due to a then never seen electrical anomaly.
“2. This anomaly was thoroughly evaluated by SAC, 15th Air Force, 341st SMW, Boeing, Autonetics, OOMA (Hill AFB), and AF Systems Command.
“3. Due to the on-going investigation a serious weapon system vulnerability was discovered (EMP susceptibility)
“4. A fix was implemented force-wide.
“5. After 16 Mar 1967, this type of anomaly would never again occur in any Minuteman wing/system.”
Supporters of Hebert tended to agree with him that the shutdown was caused by an electronic flux and that the reported UFOs started out as a practical joke. Other criticisms that Hebert held are that Salas mentions maintenance personnel seeing the UFOs: this was not possible as they are usually inside the LF/silo and the names and identities of witnesses to the UFOs are not given.
James Carlson, whose father was an intimate witness in 1967, took an even stronger stance on February 3, 2013, when he said:
“There were only two witnesses at Echo Flight in March 1967: the commander of the flight, Captain Eric D. Carlson, and the deputy commander, Colonial Walter Figel, Jr. Both men have publicly affirmed that there was no UFO. Robert Salas and Robert Hastings are both merely agitators — one liar and the other a fraud — who have repeatedly misrepresented the claims of the men involved in these incidents. They started utilizing these methods years ago, found out that it made their claims convincing to a few ignorant people, and continued this path of slander and disruption as a result of their minor and isolated successes. They are petty con-man and fraudulent hucksters — nothing more.”
Salas’ book is largely a response to these criticisms. Prior to the book, however, famed UFO researcher Richard Dolan spoke in defense of Robert Salas on his website (October 7, 2010, The Malmstrom UFO Event: Did it Really Happen?):
“Furthermore, since I believe Bob Salas is truthful – despite some early mistakes in his telling of the story – I have no reason to doubt him when he said he heard of the same thing at another location, indicating that there may well indeed have been a UFO over Echo.
“No doubt my own examination of this case will not please the critics, but I sincerely thank them for bringing it to my attention. I hope that they understand that, whatever I have said, I have done so in a spirit of discovery and collegiality.
“I want to add that when I began looking into the allegations, I did not do so with a preconceived conclusion in mind. I tried very hard to let reason, not emotion, be my guide. I admit that the allegations about Salas disturbed me, but I was determined not to let that guide my own analysis. There is no use investing yourself in a bad case. Everyone makes mistakes at one point or another. No one is immune to that fate, and the best solution is simply to prevent you from becoming emotionally attached to any conclusion. Therefore, when we learn new information, we can always modify our position.
“At this stage, I remain of the opinion that there was indeed one or more UFO events connected with the shut-down of missiles at Malmstrom Air Force Base. The case is not the slam-dunk that many of us had assumed, but I believe it is stronger than the critics have argued. And I certainly am not persuaded that key promoters of the case are liars.
“Sorting out precise dates and sequences years after the fact is always going to be messy. It has happened many times and will continue to happen. Added to this is the fact that the U.S. Air Force, as well as every segment of the U.S. defense and intelligence establishment, has never cooperated on the release of UFO-related information — for reasons that one may defend or attack. In such a situation, it is not realistic to expect claimants of a case to provide the smoking gun that skeptics demand.”
“By the way, all the studies and repairs were necessary and could have been conducted under the guise of it being strictly electronic in nature without having to introduce the UFO into the solution matrix. However, one could infer that their mention of the EMP, as the impetus behind the fail, was simply a convenient way to describe the UFO’s involvement without there being any need to be strictly overt about it.”
Salas amply points out that there were no nuclear-atomic-explosions during that period – and for many months surrounding the missile failures from March 10 to April 4, 1967.
DIVERGENCE OF ENCOUNTERS
Such “disabling” UFO encounters are not new to UFO history. We can only point out a few (because of space limitations) that are typical:
In the spring of 1965, two female college students were driving outside of Springfield, Missouri when a “light” approached them and hovered near their car. Suddenly, the car died in the middle of the road but started again as the UFO moved away.
Levelland, Texas, November 2, 1957, patrolman A.J. Fowler began to receive reports of brilliantly illuminated torpedo-shaped objects that interfered with auto and truck engines. Pedro Saucedo and Joe Salaz reported their truck headlights went out and their engine died as the UFO passed overhead.
On August 16, 1954, about 5:00 p.m., approximately 200,000 residents and Edward Campagnac (director of Air France) saw an “electric green ball” as a “lens-shaped plasma” made several passes over the town of Tananarive, Madagascar. As the object silently circled above, the farm animals and dogs began to panic and bark. Public and private lighting would die out and return once the UFO left the area.
November 4, 1957, two sentries were badly burned by an approaching orange disk that slowly descended over the military fort at Itaipu, Brazil. The UFO issued a buzzing sound and all communication devices ceased operating at 2:30 a.m. (though they were set to alarm at 5:00 a.m.). The guards received 2nd and 1st degree burns. All power systems failed, including elevators and weapons. A full Brazilian Army investigation ensued.
In 1977 the Brazilian island of Colares and the area of the Amazon delta were visited by flying objects of an unknown source. Nearly all kinds of UFOs were seen as big, some small, saucer-shaped, cigar-shaped, barrel-shaped, and luminous objects. They arrived generally from the Northern sky every day, and also sometimes from underwater. The activity lasted for months as some Island inhabitants were targeted by the objects beaming strange lights at them resulting in injury. The Air Force came, investigated, observed and reported. The bizarre rays wounded thirty-five people. Civilians fled from entire villages.

“During the months of September through December 1977, the Brazillian Air-Force under the command of a Captain Uyrang Hollanda, was sent to the island of Colares to investigate a series of incidents in which over 80 people reported being attacked bybeamsoflight from UFO’s, paralyzing two of them and leaving puncture and burn marks on their skin. The investigation was codenamed ‘OperationSaucer.’ This operation collated over 15 hours of film, 500 photos, and hundreds of documents with detailed drawings and interviews with over 3000 witnesses.
“The files were to remain classified by the Brazilian Government until 1997 when UFO investigator’s A. J. Gevaerd and Marco Petite of UFOMagazine were allowed partial access. They were also contacted by the then retired Captain Hollanda who gave them a vivid recollection of the whole series of events”
Salas presents a chronology of incidents where UFOs buzzed nuclear bases on pages 194-195.
FRIEND OR FOE: UFOs?
Donald A. Johnson, Ph.D., noted researcher into the geographic occurrences of UFO sightings, concluded: “So we are left with a somewhat troubling finding. Apparently UFO reports do occur more frequently in the vicinity of nuclear sites, after controlling for population and the region of the country. Given that the motives of the intelligences behind UFOs, assuming that UFOs are intelligently controlled, are not well known, we should be concerned. Given the long history of UFO incursions at sensitive, highly-restricted nuclear facilities; and given that the events of September 11, 2001 have drawn attention to the vulnerability of nuclear power plants to terrorist acts; it would seem to behoove national security agencies to re-direct some attention to the issue of UFOs entering restricted air space over nuclear facilities. No matter how possibly benign the motives of the UFO occupants may be, were I the new Director of Homeland Security I would certainly be paying attention to this matter.”

BENGHAZI AND THE MATCHING SERIAL NUMBERS…..
So here’s the REAL story: Ambassador Stevens was sent to Benghazi to secretly retrieve US made Stinger Missiles that the State Dept. had supplied to Ansar al Sharia in Libya WITHOUT Congressional oversight or permission.
Sec State Hillary Clinton had brokered the Libya deal through Ambassador Stevens and a Private Arms Dealer named Marc Turi, but some of the shoulder fired Stinger Missiles ended up in Afghanistan where they were used against our own military. On July 25th, 2012, a US Chinook helicopter was downed by one of them. Not destroyed only because the idiot Taliban didn’t arm the missile. The helicopter didn’t explode, but it had to land and an ordnance team recovered the missile’s serial number which led back to a cache of Stinger Missiles kept in Qatar by the CIA.
Obama and Hillary were in full panic mode, so Ambassador Stevens was sent to Benghazi to retrieve the rest of the Stinger Missiles. This was a “do-or-die” mission, which explains the Stand Down Orders given to multiple rescue teams during the siege of the US Embassy.
It was the State Dept., NOT the CIA, that supplied the Stinger Missiles to our sworn enemies because Gen. Petraeus at CIA would not approve supplying the deadly missiles due to their potential use against commercial aircraft. So then, Obama threw Gen. Petraeus under the bus when he refused to testify in support of Obama’s phony claim of a “spontaneous uprising caused by a YouTube video that insulted Muslims.”
Obama and Hillary committed TREASON!
THIS is what the investigation is all about, WHY she had a Private Server, (in order to delete the digital evidence), and WHY Obama, two weeks after the attack, told the UN that the attack was the result of the YouTube video, even though everyone KNEW it was not.
Furthermore, the Taliban knew that the administration had aided and abetted the enemy WITHOUT Congressional oversight or permission, so they began pressuring (blackmailing) the Obama Administration to release five Taliban generals being held at Guantanamo.
Bowe Bergdahl was just a useful pawn used to cover the release of the Taliban generals. Everyone knew Bergdahl was a traitor but Obama used Bergdahl’s exchange for the five Taliban generals to cover that Obama was being coerced by the Taliban about the unauthorized Stinger Missile deal.
So we have a traitor as POTUS that is not only corrupt, but compromised, as well and a Sec. of State that is a serial liar, who perjured herself multiple times at the Congressional Hearings on Benghazi. Perhaps this is why no military aircraft were called upon for help in Benghazi: Because the administration knew that our enemies had Stinger Missiles; that, if used to down those planes, would likely be traced back to the CIA cache in Qatar and then to the State Dept.’s illegitimate arms deal in Libya.
